Background
Electronic Military Personnel Records System (EMPRS) is the
principal information tool used by the Navy Personnel Command (NPC)
to manage the Navy's military personnel records. Located in
Millington, Tennessee, NPC is the primary and official manager of
Navy military personnel records.
EMPRS is an image-based information management tool developed by
the EMPRS Program Management Office for processing, storing, and
distributing both digital images and ASCII data. To assist in the
development of EMPRS, the Navy decided to implement a project,
resource and cost management system in order to obtain current project
status information, track earned value by activity, project and
program, and incorporate the scheduled work, status and cost of
different contractor personnel.
"After extensive research into various products, my decision to go
with AMS was based on the versatility offered by the tool, it's
tremendous project management and tracking capabilities, and the fact
that it has automated the cost, schedule, and reporting requirements
that I have as Program Manager", commented Phil Evans, Program Manager
for EMPRS.
The Navy had already implemented the Rational Unified Process (RUP)
as their software development process, but also needed software to
support their project and resource management. AMS REALTIME was
selected for its ability to provide earned value cost capability and
reporting within the framework of RUP methodology.
AMS Solution
The Navy worked directly with AMS consultants from the beginning
to design a solution that would meet their needs. Python scripting
was used extensively to provide customized software behavior and
data integration. In addition, a training program was specifically
developed in order to support the EMPRS AMS REALTIME implementation,
which has enabled users to take full advantage of the software
capability. This has resulted in a powerful, customized solution to
meet the Navy’s complex requirements for managing their EMPRS
software development.
